Colin_Moynihan_looking_concernedNovember 24 - Colin Moynihan has been appointed chairman of a newly-created Association of National Olympic Committees (ANOC) Commision examining the issue of autonomy and collaboration between National Olympic Committees (NOCs) and Governmental bodies, it has been announced.


The invitation to lead the ANOC Commission for Collaboration Between NOCs and Governments was extended by Mexioc's Mario Vazquez Rana, the President of ANOC, and demonstrates the growing influence within the Olympic Movement of the British Olympic Association chairman.

The issue of NOC autonomy and independence has come into sharp focus of late, and Moynihan was asked to deliver a series of presentations on the topic during the ANOC General Assembly and inaugural World Olympic Sport Convention in Acapulco last month.

As chairman of the special Commission – the full membership of which will now be appointed – the 55-year-old Moynihan will lead a team responsible for supporting NOCs in the development of effective working relationships with their Governments.

Prior to being elected as chairman of the BOA in 2005, Moynihan spent 10 years serving in government, including as Minister for Sport under Margaret Thatcher from 1987-1990 when he controversially tried unsuccessfully to introduce football identification cards.

"It is critical for National Olympic Committees to establish productive working relationships with the appropriate Governmental bodies within their country," said Moynihan.

"Equally, it is essential for those Governmental bodies to recognise and respect the autonomy of National Olympic Committees.

"This new Commission will support NOCs by identifying best practice and, as requested, offering assistance and guidance to create a framework for collaboration between sport and Government."

The special Commission will draw heavily upon the expertise of both ANOC and the International Olympic Committee (IOC) in this endeavour, and share examples of best practice throughout the full membership of ANOC.

It will also be responsible for organising the second World Olympic Sport Convention, the·date and location for which will be announced in 2011.
